Law via the Internet 2015 시드니 회의 시 KoreanLII 소개
다음은 2015.11.9 Law via the Internet 2015 Sydney Conference에서 KoreanLII의 Free Access to Law Movement 회원가입에 즈음하여 이를 만들어 운영하고 있는 박훤일 교수가 KoreanLII의 혁신노력을 소개한 것이다.
On November 9, 2015 at the Law via the Internet 2015 Sydney Conference, Prof. Whon-il Park will make a presentaion on why and how he has made KoreanLII on the occasion of being admitted to the Free Access to Law Movement as follows:
[KoreanLII] 한국법을 공부하려는 사람을 위한 혁신
2010년 9월 필자가 서울에서 열린 GLIN 총회의 연사로 초청받았을 때 외국인을 위해 한국법을 영어로 소개하는 포털이 필요하다고 말했다. 필자의 제언을 따르는 사람이 아무도 없었기에 4년 전 필자 스스로 위키피디아 같은 백과사전을 만들기로 했다.
처음에는 영어로 번역되어 있는 한국법 사이트를 안내만 하면 될 줄 알았다. 또 수많은 법학학술지의 영문초록만 갖다 붙여도 충분하리라 싶었다. 위키 플랫폼은 집단지성을 끌어들이는 데 유용할 것으로 생각했다. 그러나 현실은 기대와 달랐다. 왜냐하면 영어로 번역된 한국 법률자료가 별로 많지 않았고 학술지의 영문초록을 전재하는 것도 저작권 침해 우려가 있었다. 무엇보다도 동역자를 구할 수 없었다.
그러나 이러한 어려움에 굴복할 수 없었다. 저명한 호주의 개인정보 학자가 한국의 개인정보보호법제를 영어로 KoreanLII에 소개할 것을 권했다. 그리하여 관련 자료를 올리기 시작했다. 일찍이 스티브 잡스가 말한 것처럼 “한없는 목마름으로 우직하게” 전공분야 이외의 다른 분야로까지 관심을 넓혀 한국법을 소개하기로 했다.
이제 4년이 흘렀고 KoreanLII에는 1100여 개의 항목이 올려져 있다. 대부분 필자 혼자 만든 것이다. 아직은 KoreanLII가 백과사전으로서 구실을 하기에는 충분치 않다.
하지만 KoreanLII의 운영책임자로서 다음과 같은 미래를 꿈꾼다.
1. 한국의 개인정보보호 법제나 금융법제를 연구하는 데 유용할 뿐더러 점차 종합적인 백과사전의 면모를 갖추게 될 것이다.
2. KoreanLII의 기사는 하나하나가 외국 학생들에게 강의할 만한 가치가 있고, 세계의 독자들과도 지식을 공유하며 한국법에 대한 큰 그림을 보여줄 것이다.
3. 기사마다 이야깃거리가 있고 한국의 문화와 라이프스타일에 대한 정보을 알려주는 등 콘텐츠가 아주 재미있다.
When I was invited to speak at the GLIN Seoul Conference in 2010, I made a suggestion that a kind of portal introducing Korean law in English is necessary for foreigners. But no one volunteered to follow my suggestion. So four years ago I started to accumulate Wikipedia-like articles one by one by myself.
In the beginning, I thought Website guidance to the sources of Korean law in English is necessary. It would be easy to borrow English abstracts of law journals. I thought the Wiki platform must be useful to usher in collective intelligence. The reality could not meet my expectations because there are insufficient legal resources on Korean law in English. And borrowing English abstracts could be in violation of copyright. Most of all, I met with few collaborators.
I did not surrender to such difficulties. A renowned privacy scholar encouraged me to introduce Korea’s data protection law in English on KoreanLII, and that started me writing substantive articles. As Steve Jobs stressed earlier “Stay hungry, stay foolish”, I wanted to know more and more about Korean law from my specialty to other areas.
Now four years have passed and more than 11 hundred articles have been posted on KoreanLII, most of them written by me. Certainly it is not enough for KoreanLII to function as an encyclopedia.
As Managing Director of KoreanLII, I dream of a future:
1. It is useful to the research of Korea’s data protection and privacy law, banking and finance, etc, and gradually becomes more comprehensive.
2. KoreanLII articles are valuable for lectures to foreign students and knowledge sharing with global readers. KoreanLII tries to give its users a “big picture” of Korean law.
3. Its contents are entertaining because the articles include elements of storytelling and informative about Korean culture and lifestyle.
